Submitted to parliament yesterday, the K20.896 trillion budget for the 2017-18 fiscal year awards a 13.95 percent chunk to the Ministry of Defence. The slice represents a small boost over last year when the ministry received a 13.4pc share of the K23.62 trillion budget. The ministry had request K3.9 trillion this year. Japan and Thailand Edge Towards Defence Trade Agreement 23 Februari 2017 Kawasaki C2 airlifter, max payload 35 ton (photo : Katsonori Kimura) Thailand and Japan are edging closer to finalising a defence trade and technology agreement that could facilitate Japanese defence exports to the Southeast Asian country. Jane"s understands that talks about bilateral defence industrial co-operation are continuing to support potential Japanese sales of equipment including air defence radars and communications systems, as well as major platforms such as the Kawasaki P-1 maritime patrol aircraft and C-2 transport aircraft. Japan is also understood to be drafting the required legal framework through which Tokyo will allow defence sales. Modest Increase for Singapore"s 2017 Defence Budget 22 Februari 2017 Defence budget for 2017 is SGD14.2 billion (USD10 billion)  (photo : MediaCorp) Singapore has announced a 2017 defence budget of SGD14.2 billion (USD10 billion), a modest increase over spending the previous year. Announced by the government on 20 February, the allocations represents a 1.6% increase against the initial 2016 defence budget of SGD13.97 billion, which was subsequently revised to SGD13.83 billion, budgetary documents show. Announcing the budget, Finance Minister Heng Swee Keat said the small increase is indicative of a government requirement to apply a "2% downward adjustment" across all ministries. Indonesia, Portugal Explore Defence Industry Collaboration 14 Fabruari 2017 The co-operation would be focused in MRO of fighter aircraft (photo : passarodeferro) Indonesia and Portugal are to explore opportunities for defence industrial collaboration, the Ministry of Defence (MoD) in Jakarta said on 9 February. The MoD added that co-operation would be focused in areas of defence electronics, particularly communications systems, as well as military aerospace maintenance, repair, and overhaul activities. Although not confirmed by the MoD it is likely that such collaboration would be channelled through Portuguese exports to Indonesia and associated technology transfers. The two countries have no history of defence trade collaboration. The agreement was announced by the MoD following talks in Jakarta between Indonesia"s defence minister Ryamizard Ryacudu and Rui Fernando Sucena do Carmo, Portugal"s Indonesian ambassador. The Government confirmed in November that it planned to replace its fleet of six Orion maritime patrol aircraft, five Hercules transporters and two Boeing 757s within about the next 10 years.  The Nikkei Asian Review reported New Zealand would make a decision on replacement aircraft as "early as this [northern] summer". Defence Confirms Block 3i Final Upgrade for RAAF F-35As 11 Januari 2017 RAAF F-35A Lightning II Joint Strike Fighters (photo : Avionale) The Royal Australian Air Force’s first two Lockheed Martin F-35A Lightning II Joint Strike Fighters have been upgraded with the final iteration of the aircraft’s Block 3i interim software release, the Department of Defence has confirmed. “The two Australian F-35A have been loaded with the final release of Block 3i (3iP6) during September 2016,” a Defence spokesperson told Australian Aviation via emailed statement on January 4.  “Among other capabilities, the 3iP6 software enabled the aircraft to conduct its first weapons release.” That first weapons release was conducted in December when F-35A A35-002 released a 500lb GBU-12 laser-guided bomb from its starboard side internal weapons bay over the Barry M Goldwater range in southwest Arizona.
